ECGD's POLICY
ECGD's policy on making case information public.
A list showing the guarantees that ECGD issued during the financial year is available for the last few years, see list below, showing, in relation to each guarantee, the market, the exporter, the buyer, the project to which that guarantee relates and the amount of support provided by ECGD.
ECGD's export credit products can be divided into two categories:
- Guarantee or finance products (such as buyer credits)
- Insurance products (such as export or investment insurance).
CONFIDENTIALITY
It is ECGD's policy to keep details of our insurance facilities confidential and give only an aggregate figure for these cases in the case list.
Maintaining the confidentiality of insurance cases protects ECGD's own position (and that of the taxpayer) in cases where the existence of insurance might be an incentive for the buyer to default; it also protects the commercial relationship between ECGD's customers and their buyers or the host government.
The same concerns do not apply to finance cases as these are usually more complex products and all parties will generally be aware of ECGD's involvement. However, ECGD still requires its customers consent to provide details of guarantee cases and, occasionally, they may not give that consent for commercial reasons.
Details of applications for ECGD cover are also commercially confidential. Disclosure of ECGD involvement at this early stage has clear potential to harm the competitive position of the exporters who seek its support.
